Protecting and organising the apartheid and post-apartheid precarious municipal workforce: the Cape Town Municipal Workers Association and the South African Municipal Workers Union in Cape Town

- Description: The contemporary, global expansion of precarious employment poses key challenges for unions based on workers in full-time, stable employment (i.e. workers in the so-called “Standard Employment Relationship” – SER). South African unions and federations like the Congress of South African Trade Unions (COSATU), have resolved to organise these workers for decades. Most unions have, however done little to put these intentions into effect, even though precarity threatens union survival. A notable exception amongst unions in both the state and private sectors is COSATU’s South African Municipal Workers Union (SAMWU). SAMWU has a long history of consistently acting to protect and organise precarious workers. This is the puzzle with which this thesis grapples: why has SAMWU been different? This question is examined through a focus on Cape Town, the city in which the union has the deepest roots: its main, immediate predecessor, the Cape Town Municipal Workers Association (CTMWA), was founded in Cape Town in 1918. Answering the question posed above requires examining the record: how has SAMWU – and before it, the CTMWA – protected and organise precarious workers in the municipal sector over time? And further, why did CTMWA and SAMWU act this way, when many others have not? The answers lie in the distinctive character of the organisation’s trade union identity, drawing on Richard Hyman’s work, which moves beyond broad labels (business unionism, political unionism, etc.) and normative prescriptions (what unions should, ideally, do) to develop a nuanced model of what predisposes, and enables, certain union choices, actions, and responses union. The popular power resources approach (PRA) to unions helps map the resources available to unions but cannot explain why unions use power resources in specific ways. The thesis argues that the evolving union identity of the CTMWA and SAMWU predisposed it to organising workers, and that this evolving identity has been shaped by the distinctive features of the Western Cape and its political traditions, a long history of multiple municipal labour markets in Cape Town, and the specificities of that city, including the black African / Coloured division, its independent left traditions, the relative weakness of the COSATU’s allies, the African National Congress (ANC) and the South African Communist Party (SACP), in local government, and the peculiar dynamics of municipal restructuring. This thesis draws on both labour history and industrial Sociology, arguing that a dialogue between these two disciplines enriches labour studies. This thesis draws on a wide range of primary sources, both historical and contemporary, examines historical processes and change, and engages in a dialogue between historical and sociological work. It argues for the need to historicise precarity, avoiding a “year zero” approach that treats it as a novel challenge for unions, and as reducible to neo-liberalism. It insists that labour responses are shaped by place and time, and so, for the need to balance macro-level discussions of trends with local specificities. It argues that notion of a sharp rupture between the surging new wave of unionism that started in South Africa in 1973, from which COSATU emerged, and the older traditions of registered unionism has been overstated. More attention needs to be paid to the imprint of the more radical registered unions, like CTMWA, on the new unionism. Rejecting pessimistic accounts that see unions as doomed by precarity, it draws attention to long histories of relatively successful and sustained union responses, like those of CTMWA/ SAMWU. The CODESRIA debate on academic and intellectual freedom in Africa: the role and responsibility of African intellectuals

- Description: According to Fagunwa (2011), intellectuals serve as the glue that binds societies together and serve as the foundation upon which new civilizations are created and dismantled. The Council for the Development of Social Science Research in Africa (CODESRIA) of 1990 entrusted intellectuals with crucial transformative tasks (roles) and responsibilities in Africa. This study explores the transformational roles and responsibilities of African intellectuals in neo-liberal and neo-colonial Africa as well as how academic freedom must be understood by African academics in accordance with the present debate on academic freedom in South Africa, which was fueled by Nattrass (2020) paper. The primary premise of this study is that academic freedom in Africa today is viewed differently than it was during the CODESRIA meeting on academic freedom in 1990, and that this is because of African intellectuals not carrying out their roles and responsibilities in Africa. In CODESRIA 1990, academic freedom referred to an academic’s unrestricted, yet responsible, right to pursue their academic interests (CODESRIA 1990; Kampala Declaration 1990). African academics now understand academic freedom to be merely their own freedom, unrelated to their responsibility to use it ethically and professionally. Hence, for them, academic freedom entails the freedom to express oneself without restrictions or fear of criticism (Chachage, 2008; Nattrass, 2020b; Esso, and Long, 2020). Looking at this current misinterpretation of academic freedom, the 1990 CODESRIA meeting is a good reference point to the debate on academic freedom in Africa and role and responsibility of African intellectuals. This is because, it was where academic freedom and the role and responsibility of African intellectuals in Africa was professionally conceptualized. Thus, this study reviews the 1990 CODESRIA debate to understand the role and responsibility of African intellectuals. This study utilizes two theories, Social Constructivism Theory and the Social Responsibility Theory, to explain the position it has taken on the subject at hand. High road or common neoliberal trajectory? Collective bargaining, wage share, and varieties of capitalism

- Description: Wage shares have been falling since the 1980s across developing and developed countries. There has also been a downward trend with labour market institutions in these countries, with a few exceptions. This thesis analyzes these trends using firstly an extended literature review and secondly an econometrics analysis of a panel of 36 countries over 39 years. The extended literature review identified two broad competing narratives surrounding this topic: the mainstream and the alternative growth narratives. They both focus on two different growth regimes, the former, posits that growth is profit-led and the latter that growth is wage-led. Both are not ‘zero sum’ processes and seem to offer the same end result (growth and development). However, profit-led growth seems to have two problems. First, at least in the medium run, there is a trade-off between growth and income distribution. And secondly, profit-led growth is contradictory at the global level. Wage-led growth, which offers a ‘high road’ approach, seems far more appealing. Furthermore, several authors, including in South Africa, have claimed that regime-switching (to wage-led growth), is possible, and it seems that labour market institutions may play an important role in facilitating such a switch. However, the empirical literature, especially regarding middle- and low-income countries, is sparse and inconclusive. The panel data analysis provided by this thesis was not conclusive in establishing whether the wage-led, high road path is still viable for countries like South Africa. However, it did not find strong evidence of the contrary. Investigating emerging deleuzoguattarian connections to the environment via information technology

- Description: This thesis explores whether or not it is possible to positively inflect – via digital means – people’s orientations toward nature through connecting their duration to the time of animals. The thesis opens with an overview of the contemporary environmental crisis, mapping related significant discourses, events and responses from the early 1960s onward. In this regard, after thematizing the relatively ineffective global institutional response to the environmental crisis to date – in spite of both consistent criticisms proffered by a range of stakeholders and widely available information on the scope of current environmental degradation – the lack of any concerted effort to deal with this issue is accounted for in terms of the dimensions of what Kilbourne, Beckmann and Thelen refer to as the ‘Dominant Social Paradigm’ (DSP). However, it is argued that of these dimensions, the technological dimension is most amenable to pro-environmental inflection, particularly through recent developments within information technology. That is, despite the latter being the privileged technology of neoliberalism, and despite the environmental cost of its current material infrastructure, it is also highly unlikely that societies will abandon their dependence on information technology in the near future. Given this, the importance of considering how such technology can be harnessed to positively re-orientate users’ perceptions of the natural world, in a way that also avoids the pitfall of technophilia, is advanced. In terms of this, both positive and negative appraisals of information technology by prominent new media theorists are discussed, and information technology is put forward as a tool that remains indeterminate in terms of its use. After this, and with a view to exploring how the technological dimension of the DSP might possibly be inflected in a pro-environmental manner, the thesis draws on the works of Gilles Deleuze and Félix Guattari who promote desire and difference outside the ambit of capitalism, particularly through desubjectivation in relation to their concept of ‘becoming-animal.’ Finally, after dealing in addition with some potential theoretical challenges to the application of Deleuze’s ideas within the digital realm, focus shifts to three contemporary digital artefacts which have the capacity, albeit to varying degrees, to facilitate a becoming-animal. In this regard, a distinction is made between those artefacts that precipitate first-, second- and third-order hybrid durationality, and it is argued that the latter category presents the greatest promise of interfacing the time of humans with the time of animals.
