- Description: This research treatise is investigating whether the implementation of proper performance, monitoring and evaluation systems for projects that are linked to service delivery directorate, such as Infrastructure and Engineering (I&E) in a municipality, will quell or address the service delivery issues by communities that befell the Nelson Mandela Bay Municipality (NMBM). The key question to be responded to in this research treatise is: “Will the proper implementation of performance, monitoring and evaluation systems targeted at the service delivery directorate, relating to service delivery projects, improve performance or address service delivery issues?” This research treatise also recommends approaches or strategies for implementing performance, monitoring, and evaluation systems in a service delivery directorate of a municipality and suggesting the enablers for doing so, understanding fully well the environment within which local government institutions operate in South Africa. When the beneficial and affordable services that are expected to be received by communities are not forthcoming from the municipality, service delivery protests become the order of the day – these could include, for example, burning tyres or targeting the assets of the municipality and blocking accesses to municipal buildings or premises by service providers and or communities. In certain cases, these occurrences could have been avoided if there had been transparency on the side of local government, where communication and participation is encouraged as required in terms of Chapter 4 of the Local Government: Municipal Systems Act (MSA) (32 of 2000). It is hoped that through this research treatise, possible factors affecting the implementation of the proper Performance, Monitoring and Evaluation Systems maybe identified and addressed to enhance service delivery. - Description: Information and Communication Technology (ICT) has evolved into a pervasive commodity in modern enterprises. ICT enables enterprises, regardless of sector, to achieve their strategic objectives. Similarly, ICT is regarded as a critical enabler in South African municipalities to reach their objectives and ultimately deliver sustainable services to their communities. This dependence on ICT, therefore, necessitates a resilient ICT environment where minimal disruption to ICT is a primary goal. Unfortunately, as reported by the Auditor-General of South Africa, the majority of South African municipalities are neglecting to address the continuity of their ICT services. Failing to implement adequate ICT continuity controls restrict these municipalities from achieving their strategic goals and, as a result, fulfilling their constitutional mandate of service delivery. It is, therefore, the objective of this study to devise a method, consisting of a theoretical foundation and a supporting tool-set, to assist municipalities in addressing a real-world ICT continuity problem. This method aims to be scalable and usable within different municipalities, and be simplistic and comprehensible enough to implement. The theoretical foundation will introduce the concept of ICT Readiness for Business Continuity, based on the recommendations of international best practices and standards, for example, the ISO 27031 (2011) standard. Furthermore, by considering various challenges within local government, the tool-set will ultimately help municipalities to help themselves in this regard.

- Description: Progress has been made in eradicating the backlog in sanitation. This is reflected by the 2011 Census results that reflect a 21 percent increase in the provision of sanitation between the 2001 Census and the 2011 Census. In the rural areas of O.R. Tambo District Municipality, the eradication of sanitation backlogs is done through the provision of VIPs for sanitation. Even with this progress, there are still challenges resulting from the previously constructed sanitation facilities. Some of the challenges relate to the poor quality of these facilities. Community members – via the IDP road shows have voiced their unhappiness with regard to some of the sustainability factors of these structures. Community members feel they were not involved in decisions related to the sanitation projects. It has also been observed that the municipality and its agents do not conduct environmental management studies; and some pits of these structures were not lined, and the health and hygiene training, together with post-construction assessment was not done. In this study, an assessment of the provision of sanitation facilities, in order to identify some of the key factors that are critical to the sustainability of rural sanitation facilities, was done. The research findings should be helpful in assisting local government to improve the provision of sanitation facilities, with the aim of ensuring sustainability, improving community satisfaction, and improving the quality of life for the people living in these villages. For the purpose of the study, a quantitative research approach was used. A research questionnaire was used to collect the data; and it was distributed through email to a sample of respondents that understood sanitation issues. The data were collected from municipal officials, consultants working on sanitation projects, as well as other stakeholders with influence and an interest in sanitation. The results were analysed to establish the findings and to propose recommendations, in order to improve the sustainability of rural sanitation facilities. From the research findings, the recommendations highlighted the need for an improved participatory approach in implementing sanitation projects. To ensure sustainability, the following issues are key: monitoring and supervision; community participation and adherence to design guidelines; a review of the sanitation provision policy; as well as the promotion of health and hygiene.

The growing South African municipal water service delivery problem

- Description: The sustainability of South Africa municipal water services provision is being challenged by the desire of government to extend high quality services from a relatively small portion of the population to the whole. Evidence of failures in delivery are mounting and many reasons for this have been identified, including a lack of political will at local government levels, low budget priority, insufficient capital, lack of capacity and skill and flawed tariff and accounting structures. This study generates new perspectives by surveying selected but representative, South African municipalities in their capacities as water service authorities (WSAs) on a range of financial sustainability issues – including cost burden on users, cross sub-subsidisation and cost calculations to set tariffs. The study is part of a wider investigation into the setting of tariffs that cover costs and satisfy demand, funded and advised by the Water Research Commission (WRC). The conclusions and recommendations of WRC Project K3/2087 (Hosking, 2011b) are to address: 1. The choice of water service provider, including the private utility option; 2. Market vulnerabilities in water service provision under alternate models of supply; 3. The determination and realisation of full cost recovery; 4. Demand responsiveness/sensitivity of local government supply; 5. The increasing block tariff (IBT) tariff structure; and 6. Abuse of dominance in the market process. Given the limited perspective (i.e. a focus on WSAs), some important national water sustainability issues are given less prominence, e.g. raw water availability and national government capacity to subsidise water service delivery. The key water service sustainability elements on which attention was focused in this study are: • Backlogs in the water service coverage and infrastructure rehabilitation and maintenance. • Standard of water service indicators. • Relative importance of the provision of water services in water service authorities’ strategy and implementation (including budget and risk). • Adequacy of skills to provide a sustainable water service. • Budgeting and planning for the sustainability of the water service. • Adequacy of the costing and tariff setting nexus, with particular attention paid to method and principle. A survey was used to elicit information from selected municipalities (Chapter Four). The municipalities which formed part of the sample and were surveyed were: 1. Nelson Mandela Bay Metropolitan Municipality; 2. Ekurhuleni Metropolitan Municipality; 3. eThekwini Metropolitan Municipality; 4. Cape Town Metropolitan Municipality; 5. Buffalo City Metropolitan Municipality; 6. George Municipality; 7. uMhlathuze (Richards Bay) Municipality; 8. Steve Tshwete (Middleburg) Municipality; 9. Kouga Municipality; 10. Sol Plaatjie (Kimberley) Municipality; 11. Polokwane Municipality; 12. Stellenbosch Municipality; 13. Overstrand Municipality; 14. Midvaal Municipality; and 15. Amathole District Municipality.

- Description: Corruption is a virus that has infected all sectors of society not only in South Africa but also in the whole world. The various spheres of government are seemingly not immune against this scourge and its paralysing effect on service delivery. There is no universally acceptable definition of corruption. Its causes are diverse, ranging from administrative to socio-economic, and it manifests itself in various ways. The plethora of anti-corruption legislation and agencies has only served to minimise but not to eradicate corruption from the face of the public institutions. In order to scale up its fight against corruption, the Department of Public Service and Administration developed a strategy aimed at preventing, detecting and investigating corruption in government departments. Subsequently, the Department of Local Government and Traditional Affairs, now called Co-operative Governance and Traditional Affairs, developed a similar strategy for the municipalities. The strategy requires inter alia municipalities to develop minimum anti-corruption capacity which entail developing strategies, systems, policies, procedures and plans to prevent, detect and investigate fraud and corruption. The study sought to establish, in selected municipalities in Joe Gqabi District municipality, whether or not they have established the minimum capacity envisaged in the National anti-corruption strategy. The study found municipalities to have progressed at different stages of establishing and ensuring functioning of those systems, policies and plans but none of them had developed anti-corruption strategy. Consequently, the study recommends inter alia that the establishment of minimum anti-corruption capacity be made one of the national key performance indicators which must be incorporated in the performance agreements of the Senior management of municipalities. , Thesis (MPA) -- Faculty of Management and Commerce, 2012

The influence of organisational culture on organisational commitment at a selected local municipality

- Description: Since 2000, local municipalities have been through a process of transformation which amalgamated a number of smaller local municipalities into larger municipalities. The amalgamation of a number of municipalities brings together an array of people, and therefore a myriad of organisational cultures are combined. The organisational culture of an organisation has an effect on the organisational commitment of its employees. A fit between the organisational culture and the employees will increase the organisational commitment of those employees and contribute towards improved service delivery. A survey conducted in South Africa indicated that the local municipalities have been delivering poor standards of service to the community; therefore there is a need to increase the service delivery within local municipalities. The importance of looking at the organisational commitment of a local municipality is because if there is commitment within the organisation, then employees will identify with their organisation and its goals, and will deliver the service more effectively and efficiently. Therefore, increasing the service delivery of local municipalities can be achieved through diagnosing the organisational commitment and organisational culture of employees within the selected municipality. The primary objective of this research was therefore to diagnose the relationship between organisational culture and the organisational commitment of employees at the selected municipality. In order to achieve this objective, a survey was conducted to canvas the opinions of respondents (N = 148) from the selected local municipality regarding their perceptions of the existing organisational culture, their preferences regarding the organisational culture within the selected municipality, and finally the organisational commitment. The main findings of this research conducted at a selected municipality can be summarised as follows: The dominant existing organisational culture is the power culture, while the dominant preferred organisational culture is the support culture; There is an organisational culture gap between the existing and preferred organisational cultures at the selected municipality; The dominant organisational commitment within the selected municipality is normative commitment; The findings pertaining to the relationship between organisational culture and organisational commitment of employees within the selected municipality can be stated as follows: The existing organisational cultures have significant effects on the organisational commitment of employees; The preferred organisational cultures do not have significant effects on the organisational commitment of employees; and The organisational culture gap does not have a significant effect on the organisational commitment of employees; The findings pertaining to the relationship between the biographical variables and the existing and preferred organisational culture, organisational commitment and the organisational culture gap can be stated as follows: There is no significant relationship between biographical variables and the existing organisational culture; There are significant relationships between the biographical variables, namely the departments in which respondents work, and the education level of respondents, and the preferred organisational culture; There are significant relationships between the biographical variables and organisational commitment; and The average organisational culture gap scores of the organisational culture scales for the biographical variables are significantly different. It can be concluded that organisational culture has a significant effect on the organisational commitment of employees within the selected municipality and therefore can affect the service delivery of the selected municipality.

- Description: The majority of the residents of Khutsong are employed at mines in the area south of Carletonville (stretching form East Driefontein in the east to Deelkraal in the west), as well as in Carletonville itself. The large majority of these people are dependant on public transport for commuting to work, for undertaking trips for shopping purposes and for going to school. The condition of the road network in Khutsong is of such a nature that large areas are totally inaccessible to public transport (especially in the rainy season) resulting in a situation where large numbers of people have to walk unacceptable long distances between their places of residence and public transport routes. A comprehensive programme have been embarked upon in consultation with the community to rectify this situation.
