- Description: The “land question” in South Africa goes back more than a century to the 1913 Natives Land Act which facilitated the dispossession of African people from fertile land to arid homelands and congested townships. This mass dispossession of Africans from their land was accompanied by an array of legislation aimed at restricting their upward mobility, thus laying the foundations of structural inequality in South Africa. The advent of democracy in 1994 brought about a number of legislative reforms aimed at addressing the injustices that were imposed by the colonial and apartheid governments on the African people. At the forefront of these legislative efforts was the restoration of land to the original inhabitants of the country. Research indicates that, since 1994, the South African government has issued out land to different individuals and communities around the country in an attempt to address structural unemployment and poverty that plague the country. Using the Sustainable Livelihoods Theoretical framework, this study sought to examine the experiences of land reform beneficiaries in the Makana Municipal district of the Eastern Cape, in order to determine the extent to which the transfer of land to landless people has met the governments’ agenda to alleviate poverty and unemployment in the rural regions of South Africa. The findings in this study show that, successful land reform in South Africa is hindered mostly by two factors. Firstly, the inability of land beneficiaries to access quality education, skills training, finances and formal agricultural value chains. Secondly, land beneficiaries are further placed at a disadvantage by the poor quality of public services in their local municipalities and inconsistent post-settlement support from the state. The conclusion made in this study, is that the government has to be cognizant of the aforementioned structural barriers, when designing and rolling out land reform projects throughout the country. Failure to address these glaring structural barriers, will result in the creation of a peasant class of people living on underutilized land.

Overall, DNGOs rely quite fundamentally on their donors for organisational sustainability, such that upward accountability to donors is inevitable. At the same time, as development agents, DNGOs are often celebrated for the deep participatory methodologies used when engaging with the beneficiaries of their programmes, leading to significant downward accountability – as least potentially. Often, for DNGOs, an awkward tension between upward and downward accountability exists. This thesis considers this tension by examining a DNGO in South Africa, namely, the East Cape Agricultural Research Project (ECARP), which focuses on questions around land redistribution. ECARP works with farm labourers and dwellers on commercial farms and small-scale farmers on redistributed farms. In the context of a broader understanding of ECARP’s mission, capacities and programmes, the thesis looks specifically at ECARP’s food security and sovereignty programme amongst small-scale farmers on redistributed farms. By drawing upon Interface theory, the thesis discusses in detail the diverse manner in which ECARP uses participatory methodologies in this particular programme. The thesis concludes that there is a reasonable degree of downward accountability in this programme, but that this does not distract from the fact that ECARP remains within the tension-riddled space marked by dual demands for accountability.

- Description: Twenty-three years into our new democracy the government is still to address the challenges of insecure land tenure in one of the former Bantustans, Transkei. South Africa still has a dual system of land rights, although addressing land rights and accessing land is a constitutional imperative. The study examines the state of communal land and the extent to which unresolved communal land affects development of the area. The study also examines how insecure tenure in communal land can be an impediment to development to some extent. The key research question, which underpins the study, relates to the absence of legislation that deals with securing the land rights of the people in the rural areas: Can South Africa, as a unitary state, continue to have a dual system of tenure rights. What is the cost of the delay in taking the correct decisions of securing tenure rights for people in the communal areas. The antithesis of having people with uncertain land rights in the communal areas, while people in the urban areas have land rights that are legally recognized, is a cause for concern in a new democratic dispensation. The aim of the study is to assess how unresolved land tenure has affected development in the former Transkei. The government is addressing the matter albeit not much progress has been made to this day. Finally, the importance of securing land tenure rights for communities in the former Transkei will go a long way in addressing the legacy of apartheid, the land question. Securing communal land rights will also go a long way in addressing problems associated with development of this land.

- Description: Smallholder agriculture contributes to poverty alleviation through food price reduction and employment creation. Smallholder farmers have the potential of creating employment because they are labour-intensive. Most small holder farmers in the Amathole District practices dual farming system i.e. crops and livestock production. However these farmers are faced by a number of constraints amongst these are land tenure security, lack of capital, drought, diseases, lack of access to markets and production inputs. The objectives of this study were: to investigate land tenure security impact on-farm investment and on-farm productivity by the smallholder farmers; to assess constraints encountered by the smallholder farmers, to identify factors influencing on-farm investment by the smallholder farmers and to identify factors influencing on-farm productivity by the smallholder farmers. Eighty smallholder farmers were interviewed using a structured questionnaire. The data was analyzed using descriptive statistics (frequency, percentages) and regression analyses. Data was for coded and processed for analysis using Statistical Package for Social Sciences (SPSS). The results revealed that generally, the household demographic characteristics have an influence on the decision to investment in the farm thus on farm productivity. These included age, gender, marital status, educational level and household size of the smallholder farmers. However the findings revealed that smallholder farmers were not much concerned with the land tenure security of the land as they see themselves as owners of these lands. The reason being that they always had access to their land and there were no perceived tenure insecurity threats. The majority of the smallholder farmers were not worried that they might lose their land in the future as they felt that their land tenure was secured. Although, the majority of farmers had some sense of security they still preferred a freehold tenure system as form of land tenure security. This suggests that there was a sense of insecurity among some of the smallholder farmers caused by their current tenure forms. Majority (66%) of the farmers held their land under freehold whilst leasehold and communal hold farmers constituted 5 % and 29 % respectively. Even though majority had freehold tenure system, they could not use their land as collateral when required for funding from the lending institutions because the title deeds were not registered in their names but those of deceased family members. As a result the majority was constrained by lack of credit and had low income. Lack of cash suggests that the farmers have difficulties in purchasing farm of the survey suggest that the household demographics and socio-economic variables may have an influence on the on-farm investment and on-farm productivity by the smallholder farmers. Furthermore, besides the challenges with land tenure, there are other factors that are likely to influence on-farm investment and on-farm productivity. The results of the survey revealed that smallholder farmers were faced with lot of challenges. These included lack of access to markets, grazing land, credit, farm implements, productions inputs and irrigation water. In addition to this the smallholder farmers were faced with both crops and livestock production constraints. Crop production constraints included lack of access to labour, transport, capital, storage facilities, pests, diseases, lack of management skills and severe drought. Livestock production was constrained by diseases, theft, attack by wild animals, lack of fence in the camps, labour, vaccines, dipping facilities too far and severe drought. For both crop and livestock production diseases and drought were major concerns for smallholder farmers since they were dependent on rainfall for their farming activities. With regards to improvements and investment there was little or not much investment that has been made by the smallholder farmers. One of the reasons mentioned by the farmers as the main cause for little or no investments is the lack of capital to make such improvements or investments. The study also employed empirical analysis through employing on-farm investment and on-farm productivity models of the study on the factors influencing the on-farm investment and on-farm productivity by the smallholder farmers in the study area. In both models, the independent variables were tested for their significance and it was found that some variables were significant whilst others were not. With regards to the dependent variable on-farm investment, household socio-economic factors such as household size, educational levels and farm size, had a positive influence in on-farm investment and were also statistically significant. On the other side, factors such as land tenure security, age, gender, household income and access to markets did not have any influence and were not statistically significant. From the perspective of on-farm productivity variables such as farm size, access to credit and access to extension services had a positive influence. However, variables such as land tenure security, age, household income, educational levels, access to implements, were negatively influencing onfarm productivity by the smallholder farmers. - Description: South African rangelands in combination with their surrounding homesteads occupy 13% of the entire land surface in South Africa. These rangelands are a source of forage for communal livestock. The rangelands in communal tenure system are degraded due to high human population and livestock numbers. The rangeland of Peddie was never evaluated since the introduction of Nguni Cattle Empowerment Project. Therefore, socio-ecological evaluation was conducted in order to interlink farmer‟s perceptions and scientific data to recommend appropriate rangeland management and restoration programme. Two structured questionnaires consisting of close and open ended questions were used to investigate farmer‟s perceptions on rangeland condition, dynamics, and their causes. Sixty households were randomly selected on the bases of livestock ownership and the membership in Nguni Cattle Project. In each household, any respondent of 20 years or greater, and a key informant of age greater than 40 years were selected. For scientific assessment of range condition, three homogenous vegetation units namely grassland, scattered and dense bushland were demarcated into four 100m x 50m replicates. In each replicate, two 100m transects were laid parallel to each other with 30m equidistant apart. The step point and harvesting method along each transect were employed for herbaceous species composition and biomass production. The point-to-tuft distance was also determined as a proxy for basal cover. Woody density, species composition and tree equivalents were determined in 200m2 belt transects in each HVU replicates. The germination method for soil seed bank evaluation was also employed to find plant species composition and density. The soil nutrients (OC, N, P, K, Na, Ca, Mg, Zn, Cu and Mn) and pH were analysed through solution preparation and observation under photospectrometer to determine functional capacity of the soil of Peddie rangeland. The farmer‟s perceptions comprised of 63% females and 37% males (n = 120) with a mean household of 8 people, 5 adults and 3 children. It was perceived by 93.3% respondents that the rangeland of Peddie have undergone changes over two decades. These changes were perceived by 83% respondents to be accompanied by decline in livestock numbers. Woody encroachment and overgrazing were perceived to be the major attributes of these vegetation changes. The scientific rangeland condition assessment confirmed that these changes were more pronounced as bush density increases. Dense bushland had a significantly high (p<0.05) encroached condition with 6650 trees ha-1 and 4909.5 TE ha-1 beyond the recommended thresholds of 2400 trees ha-1 and 2500 TE ha-1 respectively. Scattered bushland had a fair condition of 1950 trees ha-1 and 1198.1TE ha-1. Themeda triandra as a key species was significantly higher (p<0.05) in grassland (31.1%) than scattered (15.6%) and dense bushland (6.1%). There was a declining trend in biomass production from grassland to dense bushland. The summer biomass production was significantly higher (p<0.05) in grassland than scattered and dense bushland but winter biomass was not significantly different (p>0.05) from all homogenous vegetation units of Peddie rangeland. However, the soil fertility increased with an increase in bush density except organic carbon (OC) which was 1.61% in grassland, 1.46% in scattered and 1.53% in dense bushland respectively. Soil N, K, P, Mg2+ Na+, Ca2+, Cu, Zn, Mn and pH were significantly higher (p<0.05) in dense bushland than grassland and scattered bushland. High soil fertility in dense bushland may be attributed to by abscission of woody plants and litter decomposition. In the soil seed bank, the abundances of forbs were significantly higher than sedges (χ2 = 12, df = 1, p = 0.001) and grasses (χ2 = 8.333, df = 1, p = 0.004) in all homogenous vegetation units while sedges were not significantly different (χ2 = 3, df = 1, p = 0.083) from grasses. The Sorensen‟s index indicated that soil seed bank and extant vegetation were significantly different (p<0.05). Annual and biennial forbs and sedges had high abundances while perennial grasses formed a bulk in above ground vegetation. This provided an insight that a reliance on soil seed bank for restoration of Peddie rangeland would not be advisable because it can result in retrogression. The communal rangeland assessment provided clear qualitative and quantitative data when the combination of indigenous knowledge and scientific assessments was done. The rationale is that conclusions and recommendations of range assessment are relient on the farmer‟s perceptions pertinent to their livestock production systems and their rangeland management objectives. This study has shown that inclusion of communal farmers in policy making can provide better insight because those are the people experiencing the consequences of range degradation.

- Description: South African rangelands in combination with their surrounding homesteads occupy 13% of the entire land surface in South Africa. These rangelands are a source of forage for communal livestock. The rangelands in communal tenure system are degraded due to high human population and livestock numbers. The rangeland of Peddie was never evaluated since the introduction of Nguni Cattle Empowerment Project. Therefore, socio-ecological evaluation was conducted in order to interlink farmer‟s perceptions and scientific data to recommend appropriate rangeland management and restoration programme. Two structured questionnaires consisting of close and open ended questions were used to investigate farmer‟s perceptions on rangeland condition, dynamics, and their causes. Sixty households were randomly selected on the bases of livestock ownership and the membership in Nguni Cattle Project. In each household, any respondent of 20 years or greater, and a key informant of age greater than 40 years were selected. For scientific assessment of range condition, three homogenous vegetation units namely grassland, scattered and dense bushland were demarcated into four 100m x 50m replicates. In each replicate, two 100m transects were laid parallel to each other with 30m equidistant apart. The step point and harvesting method along each transect were employed for herbaceous species composition and biomass production. The point-to-tuft distance was also determined as a proxy for basal cover. Woody density, species composition and tree equivalents were determined in 200m2 belt transects in each HVU replicates. The germination method for soil seed bank evaluation was also employed to find plant species composition and density. The soil nutrients (OC, N, P, K, Na, Ca, Mg, Zn, Cu and Mn) and pH were analysed through solution preparation and observation under photospectrometer to determine functional capacity of the soil of Peddie rangeland. The farmer‟s perceptions comprised of 63% females and 37% males (n = 120) with a mean household of 8 people, 5 adults and 3 children. It was perceived by 93.3% respondents that the rangeland of Peddie have undergone changes over two decades. These changes were perceived by 83% respondents to be accompanied by decline in livestock numbers. Woody encroachment and overgrazing were perceived to be the major attributes of these vegetation changes. The scientific rangeland condition assessment confirmed that these changes were more pronounced as bush density increases. Dense bushland had a significantly high (p<0.05) encroached condition with 6650 trees ha-1 and 4909.5 TE ha-1 beyond the recommended thresholds of 2400 trees ha-1 and 2500 TE ha-1 respectively. Scattered bushland had a fair condition of 1950 trees ha-1 and 1198.1TE ha-1. Themeda triandra as a key species was significantly higher (p<0.05) in grassland (31.1%) than scattered (15.6%) and dense bushland (6.1%). There was a declining trend in biomass production from grassland to dense bushland. The summer biomass production was significantly higher (p<0.05) in grassland than scattered and dense bushland but winter biomass was not significantly different (p>0.05) from all homogenous vegetation units of Peddie rangeland. However, the soil fertility increased with an increase in bush density except organic carbon (OC) which was 1.61% in grassland, 1.46% in scattered and 1.53% in dense bushland respectively. Soil N, K, P, Mg2+ Na+, Ca2+, Cu, Zn, Mn and pH were significantly higher (p<0.05) in dense bushland than grassland and scattered bushland. High soil fertility in dense bushland may be attributed to by abscission of woody plants and litter decomposition. In the soil seed bank, the abundances of forbs were significantly higher than sedges (χ2 = 12, df = 1, p = 0.001) and grasses (χ2 = 8.333, df = 1, p = 0.004) in all homogenous vegetation units while sedges were not significantly different (χ2 = 3, df = 1, p = 0.083) from grasses. The Sorensen‟s index indicated that soil seed bank and extant vegetation were significantly different (p<0.05). Annual and biennial forbs and sedges had high abundances while perennial grasses formed a bulk in above ground vegetation. This provided an insight that a reliance on soil seed bank for restoration of Peddie rangeland would not be advisable because it can result in retrogression. - Description: This study examines the extent to which the Siyazondla food programme, which is a woman based project, empowers women with agricultural skills and knowledge to alleviate poverty and improve their quality of lives in Ducats North area in East London. The investigation is based on the argument that when a woman is empowered, poverty will be reduced and the quality of life will improve. Through the use of qualitative research methodology, all women who are the main beneficiaries of the Siyazondla programme in Ducats North village were interviewed. Findings seem to indicate that although women in the project manage to produce good crops to feed their families, they are still not sufficiently empowered with skills and education to improve their quality of lives. This was found to be exacerbated by the fact that the officials assigned for the programme are to a greater extent inefficient and lack relevant knowledge to support beneficiaries. Most importantly, it was revealed that there is lack of monitoring and evaluation of the programme by government and this was considered to be the major constraint to successful implementation of the programme and in ensuring that poverty is alleviated in the area. It is on the basis of these findings that the study recommends that in order to yield positive results and ensure that women in the programme are empowered, there is a need to change the deeply embedded patriarchal perceptions and discriminatory practices and attitudes that seem to undervalue women‟s work. This will require greater awareness of women‟s contribution to agriculture, and the recognition of the role played by women in food security and poverty alleviation, coupled with a strong commitment from the government to empower rural women in agriculture.

They are the authority to determine different forms of control over resources thus determining the use, benefits and costs resulting from resource use. That is, they clearly specify who can use the resources, who can capture the benefits from the resources, and who should incur costs of any socially harmful impact resulting from the use of a resource. In order to be efficient property rights must be clearly defined by the administering institution whether formal or informal and must be accepted, understood and respected by all the involved individuals and should be enforceable. These institutions influence the behaviour of individuals hence the impact on economic performance and development. The thesis has attempted to determine how the situation of property rights to land and water affects the development of smallholders in the Kat River Valley. Data was collected from 96 households who were selected using random sampling. To capture data, a questionnaire was administered through face-to-face interviews. Institutional analysis and ANOVA were used for descriptive analysis to describe the property rights situation, security of property rights and the impact of property rights on the development of smallholder farming. The results show that individual land rights holders have secure rights to land and water resources while communal smallholders and farmers on the invaded state land have insecure rights to land and water resources. The results from institutional analysis show that the situation of property rights negatively affects development of all smallholder farmers in the Kat River Valley. There are various institutional factors that negatively affect development of smallholder farmers in the Kat River Valley. Based on the research findings, some policy recommendations are made. These include consideration of the local context and strengthening of the protection of property rights.

- Description: This study concerns the analysis of policy, and the statutory and regulatory impact of spatial planning on the land reform programme with emphasis on the land reform settlement plan (LSRP) of the Amathole District Municipality (ADM). There is a brief historical overview of the effect of the policy of spatial segregation in both rural and urban areas of the ADM. This study demonstrates, inter alia, the challenges faced by the ADM in both consolidating and physically integrating communities that were hitherto divided across racial lines. The critical question is whether the ADM has the ability to produce a Spatial Development Framework (SDF), which will be responsive to the needs of the region and serve as a catalyst in reversing the physical distortions caused by the land-planning legislation of the apartheid past. The greatest challenge lies in meeting the developmental aspirations of the Development Facilitation Act, 1995, the Local Government: Municipal Systems Act, 2000 and the National Spatial Development Perspective, 2003. Chapter 1 deals with the purpose, research problem and the method of research, as well as the definition of terms used in this research and literature review. Chapter 2 deals with the evolution of central themes of spatial planning and land reform, spatial development plans and integrated development plans (IDPs), the alignment of Amathole SDF and Eastern Cape Spatial Development Plan and the co-ordination of spatial frameworks. Chapter 3 deals with the composition of the ADM and the evolution of the LRSP, as well as land-tenure reform programmes impacting on the Amathole Municipality region. This chapter analyses the settlement plan against spatial planning legislation, the issue of institutional arrangements and mechanisms of consolidated local planning processes. Chapter 5 deals with the thorny issue of participation of traditional leaders in municipal planning and the government’s land-reform programme. Despite the existence of legislation in this regard, implementation seems to pose some difficulties. This chapter also deals with the co-operative governance framework. Chapter 6 is a concluding chapter dealing with the gaps discovered in the Amathole Municipality in the light of existing legislation. Reference to cases is made to demonstrate the challenges confronting the ADM. One notable aspect is the issue of urban-rural dichotomy and how the two worlds are positioned in their competition for the use of space. It is evident from this research that the post-1994 policy and legislative framework and implementation machinery lacks capacity to change the current form of the apartheid city-planning paradigm, something which impacts immensely on the sustainability of the current human-settlement development programmes. Population dynamics in terms of migration are hugely driven by search for employment opportunities and better services. The efficiency and ability of the municipal spatial evelopment frameworks in directing and dictating the identification of development nodes in its juristic boundary informed by the overarching national policy and legislative framework is key in building a better South Africa.

- Description: This study concerns the analysis of policy, and the statutory and regulatory impact of spatial planning on the land reform programme with emphasis on the land reform settlement plan (LSRP) of the Amathole District Municipality (ADM). There is a brief historical overview of the effect of the policy of spatial segregation in both rural and urban areas of the ADM. This study demonstrates, inter alia, the challenges faced by the ADM in both consolidating and physically integrating communities that were hitherto divided across racial lines. The critical question is whether the ADM has the ability to produce a Spatial Development Framework (SDF), which will be responsive to the needs of the region and serve as a catalyst in reversing the physical distortions caused by the land-planning legislation of the apartheid past. The greatest challenge lies in meeting the developmental aspirations of the Development Facilitation Act, 1995, the Local Government: Municipal Systems Act, 2000 and the National Spatial Development Perspective, 2003. Chapter 1 deals with the purpose, research problem and the method of research, as well as the definition of terms used in this research and literature review. Chapter 2 deals with the evolution of central themes of spatial planning and land reform, spatial development plans and integrated development plans (IDPs), the alignment of Amathole SDF and Eastern Cape Spatial Development Plan and the co-ordination of spatial frameworks. Chapter 3 deals with the composition of the ADM and the evolution of the LRSP, as well as land-tenure reform programmes impacting on the Amathole Municipality region. This chapter analyses the settlement plan against spatial planning legislation, the issue of institutional arrangements and mechanisms of consolidated local planning processes. Chapter 5 deals with the thorny issue of participation of traditional leaders in municipal planning and the government’s land-reform programme. Despite the existence of legislation in this regard, implementation seems to pose some difficulties. This chapter also deals with the co-operative governance framework. Chapter 6 is a concluding chapter dealing with the gaps discovered in the Amathole Municipality in the light of existing legislation. Reference to cases is made to demonstrate the challenges confronting the ADM. One notable aspect is the issue of urban-rural dichotomy and how the two worlds are positioned in their competition for the use of space. It is evident from this research that the post-1994 policy and legislative framework and implementation machinery lacks capacity to change the current form of the apartheid city-planning paradigm, something which impacts immensely on the sustainability of the current human-settlement development programmes. Population dynamics in terms of migration are hugely driven by search for employment opportunities and better services. The efficiency and ability of the municipal spatial evelopment frameworks in directing and dictating the identification of development nodes in its juristic boundary informed by the overarching national policy and legislative framework is key in building a better South Africa.

The related research was conducted at Nonkcampa village. The metatheory, “Positivism” and the quantitative paradigm were applied to collate and analyse the data. The research findings confirmed the correlation between the land tenure and the agricultural productivity, as the respondents claimed not to have had any access to agricultural inputs. Hence, the agricultural productivity on the arable land had stagnated.

- Description: A history of land degradation is reconstructed in a part of the dividing ridge between the Great Fish and Keiskamma rivers, in Peddie District, former Ciskei. The study entails a comparative investigation of the progressive changes in land use, vegetation and soil erosion in three tenure units, namely: former commercial farms, traditional and betterment villages. Analysis of the sequential aerial photography of the area for 1938,1954, 1965, 1975 and 1988 is employed. This is backed by groundtruthing exercises. Data thus obtained are quantified, and linkages between degradation, anthropogenic and physical factors are derived using PC ARC/INFO GIS. Differences in land tenure systems emerge as the main controlling factor to variations in land degradation. Confinement of vegetation diminution and erosion to traditional and betterment villages is observed at all dates. Scantily vegetated surfaces and riparian vegetation removal are a characteristic feature of both areas throughout the study period. 'Betterment,' introduced in the early 1960s to curb land degradation is, instead observed to exacerbate it, particularly soil erosion. Trends in land use change are characterised by the abandonment of cultivated land, which is noted to coincide with a sharp rise in population. Erosion intensification into severe forms particularly between 1965 and 1975, coincident with a period of extreme rainfall events, emerges as the most significant degradation trend. A close spatial correlation between abandoned cultivated land and intricate gullies is identified. So is the case between grazing land and severe sheet erosion. Within the grazing lands, an examination of erosion and categories of vegetated surfaces reveals that erosion occurs predominantly on the scanty vegetation category. Such erosion-vegetation interaction largely explains the non-recovery of the scanty vegetation category, even during periods of intense rainfall. Extensive channel degradation is evident along stream courses with scanty riparian vegetation. Physical factors are noted to have a significant bearing on erosion. The high prevalence of erosion on the Ecca group of rocks confirms its erosion-prone nature. Pockets of colluvium and alluvium accumulation in the steep bottomlands are identified as the sites of the most severe gully erosion. Field surveys at some of the sites indicate that a dolerite sill through the area forms a boundary of colluvium accumulation and the upslope limit to gully incision. That these sites are recognised as formerly cultivated land, portrays the interaction between physical and anthropogenic variables with regard to inducing degradation in the area.
