Challenges facing cooperatives in community development in Graaff-Reinet, Eastern Cape Province

- Description: Cooperatives are becoming prominent local economic development agents responsible for addressing economic and social problems experienced by communities in developing countries and sustaining livelihoods. Cooperatives in South Africa contribute significantly to poverty reduction and job creation. The purpose of this study was to understand the operations of cooperatives in community development in Graaff-Reinet, Eastern Cape province, so that interventions could be implemented to improve cooperatives' performance in the district. The study used a qualitative approach to enable the researcher to investigate cooperatives' challenges in community development and how these have influenced their operations in Graaff-Reinet. The study adopted a case study design. Individual, face–to–face, semi-structured interviews with 12 participants were conducted. Ten participants were cooperative members, and the other two were government officials. These participants were purposively selected because of their involvement in cooperative support programmes. The study's findings revealed that cooperatives contribute to an increase in household income, food security and job creation and improve the quality of life of members of cooperatives in the Graaff-Reinet community. The study also found that cooperatives can address economic and social problems experienced by communities, such as providing training and counselling to community members. However, the study found that the major challenges are limited training opportunities for members of cooperatives, insufficient funds and the mismanagement of funds. - Description: Despite the decreasing contribution of agriculture to Gross Domestic Product (GDP) in South Africa, agricultural activities are critical in the development of rural households. These activities are an important route through which these rural communities can reduce poverty. This is mainly because agriculture has been the main source of income and employment in rural areas in South Africa and other less developed countries (LDC). However, it has not generated sufficient income to sustain rural households. Rural areas are characterised by factors such as low socio-economic conditions, low standards of living, lack of access to markets and inadequate infrastructure that does not create an enabling environment for private sector involvement. The private sector is not actively involved or engaged in rural development. Rural development involves improvement in the economic security of people in rural areas. It is poor households that look for employment in agriculture. The poor are portrayed in terms of qualifications, employment, access to resources, basic health services, skills possessed, self- sustaining activities, and income and expenditure patterns. Many individuals in rural areas are pushed into non-agricultural activities due to lack of opportunities in agricultural activities. Lack of opportunities in agriculture can be caused by subsistence agriculture in small holdings of land and lack of appropriate skills sets for certain agricultural activities. Ultimately, it is poor individuals who increase their dependence on agriculture. The primary objective of this research was to obtain a better understanding of the contribution of agriculture in rural development in the Mbhashe Local Municipality (MLM). Furthermore, the necessary conditions required to sustain livelihoods in the rural areas were identified. This was mainly done in an attempt to improve the quality of life in the rural areas. The study was based on three objectives. The first objective was to identify the constraints to agricultural activities in the Mbashe Local Municipality; the second was to investigate the plight of rural people in the Mbhashe Local Municipality. Lastly, the third objective was to investigate the contribution of agriculture in rural development in the study area. The main finding with regards to the first objective is that facors such as lack of infrastructure, low socio-economic conditions, lack of appropriate skills and lack of opportunities in agriculture are some of the constraints to agricultural activities. Investments in basic infrastructure need to be significant so that funds can flow into the rural areas to be invested in livelihood activities in order to create more employment opportunities. With regard to the second objective, the main finding is that rural people need to be empowered through increased knowledge and skills. This involves improving literacy and skills training, because the outcome of this training is that they are able to stand on their own feet and provide for their families. The main finding with regard to the third objective is that rural areas, by nature, are not easy to service but have indigenous knowledge that can be used in agriculture. However, the government must support them with the necessary infrastructure. Agriculture has been a major source of income and employment in the Mbashe Municipality.

The study consulted the legislative framework governing local economic development (LED) in the Republic of South Africa, investigated the implementation of LED and how it benefited local citizens as well as the cause of failure of the LED intervention strategies, and also provided recommendation to enhance the implementation of local economic development. Scholarly articles provided valuable insights on the centrality of local economic development in socio-economic development. A qualitative approach was used to enable the researcher to explain local economic development and show how it influenced job creation and well-being of the local citizens of the Dimbaza Township. Purposive sampling was chosen as the method to select cases that were informative for this study and to create an understanding of the research problem. Respondents mainly included the ward committee members and ward councillors, who are instrumental in the implementation of local economic development in their respective wards. Self-administered interviewing schedules were used to glean information and to obtain the views, opinions and ideas about the extent of the challenges regarding the topic of discussion. The study found that, despite policy interventions on LED, unemployment levels remained persistently high due to the poor conceptualisation and understanding of LED, the lack of adequate funding and support and the reduction of LED stature from job creation to poverty alleviation projects. Based on the above findings, the study recommended the following: (a) institutionalisation of LED, (b) strengthening intergovernmental cooperation and partnerships, (c) development of a coherent LED strategy, (d) improving stakeholder capacity and participation so that intervention strategies are not externally imposed, (e) strengthening accountability and responsibility, (f) provision of adequate funding for LED interventions, and (g) the establishment of a local economic development agency (LEDA).

- Description: The problem investigated by the researcher is that of alignment of the Integrated Development Plan of Amathole District Municipality with those of the selected local municipalities under its area of jurisdiction. The aim of the study was to investigate the extent to which there is or there is no alignment amongst these. The study articulated the background of municipal planning in terms of the provisions of enabling pieces of legislation. It further provided a conceptual and theoretical framework for integrated development planning within the local government sphere. The literature raised critical issues revolving around the importance of the district municipality in achieving congruence of development plans of the district and those of its local municipalities. The data was collected using a combination of qualitative and quantitative approaches, to realize the objectives of the research study. The methods used to collect data included, document study, interviews, observation, and questionnaires. The study findings showed that, there is a lot of planning efforts put into achieving alignment of the IDPs of the District and local municipalities under it. The study concluded that, with this good planning by the district municipality a correlating hands on support and monitoring by the municipal unit needs to be firmed up. The recommendations are an evidence that there are processes deliberately put in place by the District municipality to ensure alignment between the IDP of the District and those of its Local Municipalities.

Smallholder farmers have the potential of creating employment because they are labour-intensive. Most small holder farmers in the Amathole District practices dual farming system i.e. crops and livestock production. However these farmers are faced by a number of constraints amongst these are land tenure security, lack of capital, drought, diseases, lack of access to markets and production inputs. The objectives of this study were: to investigate land tenure security impact on-farm investment and on-farm productivity by the smallholder farmers; to assess constraints encountered by the smallholder farmers, to identify factors influencing on-farm investment by the smallholder farmers and to identify factors influencing on-farm productivity by the smallholder farmers. Eighty smallholder farmers were interviewed using a structured questionnaire. The data was analyzed using descriptive statistics (frequency, percentages) and regression analyses. Data was for coded and processed for analysis using Statistical Package for Social Sciences (SPSS). The results revealed that generally, the household demographic characteristics have an influence on the decision to investment in the farm thus on farm productivity. These included age, gender, marital status, educational level and household size of the smallholder farmers. However the findings revealed that smallholder farmers were not much concerned with the land tenure security of the land as they see themselves as owners of these lands. The reason being that they always had access to their land and there were no perceived tenure insecurity threats. The majority of the smallholder farmers were not worried that they might lose their land in the future as they felt that their land tenure was secured. Although, the majority of farmers had some sense of security they still preferred a freehold tenure system as form of land tenure security. This suggests that there was a sense of insecurity among some of the smallholder farmers caused by their current tenure forms. Majority (66%) of the farmers held their land under freehold whilst leasehold and communal hold farmers constituted 5 % and 29 % respectively. Even though majority had freehold tenure system, they could not use their land as collateral when required for funding from the lending institutions because the title deeds were not registered in their names but those of deceased family members. As a result the majority was constrained by lack of credit and had low income. Lack of cash suggests that the farmers have difficulties in purchasing farm of the survey suggest that the household demographics and socio-economic variables may have an influence on the on-farm investment and on-farm productivity by the smallholder farmers. Furthermore, besides the challenges with land tenure, there are other factors that are likely to influence on-farm investment and on-farm productivity. The results of the survey revealed that smallholder farmers were faced with lot of challenges. These included lack of access to markets, grazing land, credit, farm implements, productions inputs and irrigation water. In addition to this the smallholder farmers were faced with both crops and livestock production constraints. Crop production constraints included lack of access to labour, transport, capital, storage facilities, pests, diseases, lack of management skills and severe drought. Livestock production was constrained by diseases, theft, attack by wild animals, lack of fence in the camps, labour, vaccines, dipping facilities too far and severe drought. For both crop and livestock production diseases and drought were major concerns for smallholder farmers since they were dependent on rainfall for their farming activities. With regards to improvements and investment there was little or not much investment that has been made by the smallholder farmers. One of the reasons mentioned by the farmers as the main cause for little or no investments is the lack of capital to make such improvements or investments. The study also employed empirical analysis through employing on-farm investment and on-farm productivity models of the study on the factors influencing the on-farm investment and on-farm productivity by the smallholder farmers in the study area. In both models, the independent variables were tested for their significance and it was found that some variables were significant whilst others were not. With regards to the dependent variable on-farm investment, household socio-economic factors such as household size, educational levels and farm size, had a positive influence in on-farm investment and were also statistically significant. On the other side, factors such as land tenure security, age, gender, household income and access to markets did not have any influence and were not statistically significant. From the perspective of on-farm productivity variables such as farm size, access to credit and access to extension services had a positive influence. However, variables such as land tenure security, age, household income, educational levels, access to implements, were negatively influencing onfarm productivity by the smallholder farmers. Although, the majority of farmers had some sense of security they still preferred a freehold tenure system as form of land tenure security. This suggests that there was a sense of insecurity among some of the smallholder farmers caused by their current tenure forms. Majority (66%) of the farmers held their land under freehold whilst leasehold and communal hold farmers constituted 5 % and 29 % respectively. Even though majority had freehold tenure system, they could not use their land as collateral when required for funding from the lending institutions because the title deeds were not registered in their names but those of deceased family members. As a result the majority was constrained by lack of credit and had low income. Lack of cash suggests that the farmers have difficulties in purchasing farm of the survey suggest that the household demographics and socio-economic variables may have an influence on the on-farm investment and on-farm productivity by the smallholder farmers. Furthermore, besides the challenges with land tenure, there are other factors that are likely to influence on-farm investment and on-farm productivity. The results of the survey revealed that smallholder farmers were faced with lot of challenges. These included lack of access to markets, grazing land, credit, farm implements, productions inputs and irrigation water. In addition to this the smallholder farmers were faced with both crops and livestock production constraints. Crop production constraints included lack of access to labour, transport, capital, storage facilities, pests, diseases, lack of management skills and severe drought. Livestock production was constrained by diseases, theft, attack by wild animals, lack of fence in the camps, labour, vaccines, dipping facilities too far and severe drought. For both crop and livestock production diseases and drought were major concerns for smallholder farmers since they were dependent on rainfall for their farming activities. With regards to improvements and investment there was little or not much investment that has been made by the smallholder farmers. One of the reasons mentioned by the farmers as the main cause for little or no investments is the lack of capital to make such improvements or investments. The study also employed empirical analysis through employing on-farm investment and on-farm productivity models of the study on the factors influencing the on-farm investment and on-farm productivity by the smallholder farmers in the study area. In both models, the independent variables were tested for their significance and it was found that some variables were significant whilst others were not. With regards to the dependent variable on-farm investment, household socio-economic factors such as household size, educational levels and farm size, had a positive influence in on-farm investment and were also statistically significant. On the other side, factors such as land tenure security, age, gender, household income and access to markets did not have any influence and were not statistically significant. From the perspective of on-farm productivity variables such as farm size, access to credit and access to extension services had a positive influence. However, variables such as land tenure security, age, household income, educational levels, access to implements, were negatively influencing onfarm productivity by the smallholder farmers. Pierson, 2004, 2005) in which no particular outcomes were guaranteed, but in terms of which some outcomes were more likely than others. Although the organisation of state power was expressed in the content of the PGDP, that power had to be understood as fractured across a range of state and non-state institutions, but with the state as the primary site of the contingent organisation of power. The provincial sphere of government faces particular constraints with the South African state, which has implications for its policy scope and the possibilities of policy challenge, even where wider social support is achieved.

Therefore this study has undertaken with the objectives of assessing income generating projects in relation to its contribution to rural development in the study area. The sustainable livelihoods and basic needs approaches were used to assess the contribution of income generating projects in poverty alleviation in rural areas. Such approaches to rural development can help in reducing the poverty gap that exists in society and at the same time help achieve sustainable rural development. Findings show that there are a number of challenges and constraints that are experienced by the Amahlathi community, like poverty in the form of poor water and sanitation services, education and health services and landlessness. Moreover, serious service delivery protests are a daily occurrence, corruption at local government level have all hindered the successful support of the government needed to boost these rural income generating projects. To have a successful rural development, there is need for the government to support these projects in the form of skills training programmes or finance. The study recommends that a serious state intervention should occur coupled with the visitation and revitalization of the RDP programme correct its mistakes.

A literature review of income generation as another variable was also undertaken, with emphasis on definitions; the experience of income generation projects/activities (IGPs/IGAs); key factors for the successful implementation and management of projects; income generation projects and sustainable livelihoods; income generation and poverty alleviation programmes in South Africa; as well as a case study of projects under IRDP in India. The results of the study indicated that Ibuyambo Secondary Cooperative Ltd was generating income. However due to poor governance, mismanagement of funds and theft it was running at a loss and was struggling to finance its working capital and other member benefits. As such it was not making a meaningful impact on alleviating poverty on its members. The study also gave recommendations on the findings.

- Description: The broad objective of the study is to investigate the impact of Land and Agrarian reforms on poverty alleviation in Joubertina. Purposive sampling method (non-probability sampling) was carried out mainly on two groups of people, land reform beneficiary in Jay Dee Rovon and non-beneficiary in Mon Desire. Moreover, the stratified random sampling method was also applied in Jay Dee Rovon to choose a sample of 60 households from 129 land reform beneficiaries in Jay Dee Rovon and simple random sample of 60 applied to Mon Desire household subsistence. Binary Logistic Regression model was used to test factors that influenced beneficiary on level of production. Results indicated that age and farming experience were significant variables. Age had a negative coefficient value, meaning an increase in age was less likely to cause beneficiary to produce at commercial level. Descriptive statistics revealed that farming activities in the study areas seems to be performed mostly by relatively medium age people followed by younger people and lastly by the older people. Moreover, farming experience with positive coefficient revealed that it is highly likely to influence the beneficiary to produce at commercial for marketing. The older the farmer the more the experience s/he had in farming activities. However, descriptive revealed, medium and young age people with little knowledge tend to be more active than older people on farming activities but on the other hand they are more capable of carrying out physical activities. The results revealed that land reform beneficiaries likely to influence the level of production for marketing while non-beneficiaries produce for home consumption and little for sale in local market. An improvement on yield results an increase on income and thus leading to a change in ownership of household’s durable assets. An increase in yield also indirectly results employment recreation, increasing real wage and improve farm income thus leading to poverty reduction in JDR as compare to MD. The study recommends that the government should also assist non-beneficiaries in MD with agricultural infrastructure to improve their level of production and food security at household level.

It is hoped that the findings and recommendations of the study will help, reshape public policy implementation, service delivery and fostering of mutual cooperative relations between politicians and administrators both at local government level and any other sphere of government in South Africa. The study, is categorized into five chronological chapters, with chapter one (introduction and background), chapter two (literature review), chapter three (research design and methodology), chapter four (data analysis, interpretation and presentation) and chapter five (conclusions and recommendations). The researcher used a sample size of 40 respondents who were selected using snowball sampling, a non-random sampling design spread accordingly over both politicians and administrators. Data collection was made possible through an open-ended questionnaire, interviews, observations and documentary analysis. Various reports and media statements were also used to augment this empirical study. The study also used an in-depth qualitative data analysis technique which was descriptive in nature and the study made numerous deductions and findings based on the collected and collated data. Findings of the study were, inter alia, too much politicization of the public sector, interference between politicians and administrators into each other’s affairs and vice versa and adverse effects of cadre deployment which are damaging service delivery. The study made numerous recommendations which included, inter alia, training and development of administrators and politicians on their respective roles and responsibilities, enforcement of the politics-administrative interface as a mutually beneficial approach to service delivery, need for proper interpretation of Acts and policy documents and the enforcing of section 139 interventions into municipalities.

However the participation of communities in local governance has not translated to the strengthening of governance and the deepening of democracy as municipalities have not done enough to involve communities in municipal affaires. Lack of human resources, and financial capacity have been cited as some of the reasons that beset municipalities and undermine citizen participation. Municipalities have taken steps to encourage community participation and these include establishment of structures to enable participation, however without the guidance and financial support of the municipalities these structures are not able to perform their functions. In spite of all the efforts made by municipalities to encourage participation, a culture of community participation has not yet taken root in local government. While the legislative framework provides for communities to participate, practice shows that the implementation of legislation is complex and requires dedicated capacities within the councils to be effective. This can be achieved when municipalities develop their own community participation policies which address their special circumstances, which must be reviewed on a regular basis. Unless communities are empowered with knowledge on the available participation mechanisms, the dream of a culture of participation will remain just that, a dream. Thus civic education coupled with capacity building of officials will assist in ensuring the development of a culture of participation. Council must also develop mechanisms to evaluate the effectiveness of community participation processes and procedures, to avoid a one size fits all approach. It is imperative that councils as the legislative arm of municipalities must lead the process and not leave everything to the executive arm.

- Description: Official statistics suggest that as many as 40 percent to 60 percent of people in South Africa are living in poverty, and the 15 percent poorest are in a desperate struggle for survival. Since 1994, Government has been making an effort to help smallholder agriculture through numerous programmes, including those that address land ownership and provide credit and grants for farms and households, but very little change has taken place. Understanding the sources of livelihood and opportunities to improve the contribution of farming within available food chains is therefore an important practical need. The study investigated sources of livelihood and mapped the livelihoods profile of the farming households in parts of the Eastern Cape. The study was conducted in the Alice and Peddie communities in the Amathole district municipality. A set of structured questionnaires were used to interview the sample of 80 farming households selected through a random process within two irrigation schemes and communities that were selected purposively in line with the focus of the larger project on which this study is based. The resulting data were analyzed by means of descriptive statistics and multiple linear regression. The descriptive results indicated that members of most rural households were old, married, uneducated and unemployed. Farming was primary livelihood strategy employed in these areas. Rural households were also dependent on remittances, social grants and pension funds because the farming strategy could not meet all their household needs. The major crops that were grown for income and food security to sustain their livelihoods included maize, potatoes, onions and butternut. Factors that had significant influences on outcomes were extension services, grants, pension and remittances, land productivity, type of irrigation system, market accessibility, output price difference and value adding. The available opportunities were land productivity, irrigation facilities, government or NGO programmes and working as a group. For improved livelihood of rural communities in Alice and Peddie, government needs to strengthen agricultural activities and equip farmers with market information, improve their access to irrigation schemes, provide training on value adding and also improve access to extension services.

- Description: Considering the backward and forward linkages, the agro-industrial sector contributes about 12 percent of South Africa‘s GDP, and employs approximately 8.5 million people. In the Eastern Cape Province, the sector contributes about 1.9 percent of the Provincial GDP, and over 3 million people derive their livelihoods from subsistence smallholder farming. Despite its importance, agricultural productivity has stagnated for several years across the Eastern Cape rural communities. There have been several attempts by the government to improve the agricultural productivity on smallholder farms since the end of apartheid, especially through the establishment of small-scale irrigation schemes, subsidization of farm inputs, and provision of credit facilities and enacting a number of land reform policies. In spite of the government support, most rural communities like Qamata and Tyefu are still faced with high levels of poverty affecting 76 percent and 91 percent of the population, respectively. This research evaluated the current smallholders‘ production efficiency, and the link between smallholder farmers‘ human dimensions (entrepreneurial spirit and positive psychological capital, goals and social capital, and other efficiency related variables) with production efficiency and household commercialisation index/level. The study used participatory approaches for site selection, sample selection and data collection. The analysis was based on both information from informal interviews and formal primary data collection. The Data Envelopment Analysis and Stochastic Production Frontier techniques were used to determine the relative efficiencies of individual farmers and to identify the major factors that influence the efficiency of production. Overall, 158 farmers were interviewed both at Qamata and Tyefu irrigation schemes. Descriptive statistics of this study indicated that most of the farmers were men with an average age of 61 years, and mean household size of 4 persons with the household head having at least obtained some primary school education. Farming is the major source of livelihood for smallholders with an average income of R4527.49 per crop season. Smallholders use improved seeds, fertilizers and tractor for ploughing with less use of pesticides and herbicides. Although smallholder irrigators generate more gross margins from maize and cabbage enterprises, generally both categories of farmers exhibited a low average household commercialization index for maize and cabbage at 0.41 and 0.22, respectively. Both Data Envelopment Analysis and Stochastic Production Frontier results indicate that farmers are about 98 percent technically efficient in maize and cabbage enterprises, respectively. However, farmers were allocatively inefficient as they were under-utilizing seed and pesticides while over-utilizing inorganic fertilizers. Factors that are positively associated with technical efficiency in maize production included household size, farming experience, off-farm income, use of agro-chemical; gross margins and commercialisation level of maize output. Determinants of technical efficiency in cabbage enterprise included farming experience, amount of land owned, use of agro-chemicals, group membership and gross margins accrued to cabbage sales. Farmers‘ human dimensions that could be more positively and significantly associated with production, efficiency and household commercialisation level included risk taking (hope), innovativeness (confidence) and optimism for entrepreneurial/positive psychological capital. Farmers‘ goals included self-esteem and independence, and only external social capital which were identified to be more positively and significantly associated with farmers‘ production efficiency and commercialization level. The transition from homestead subsistence to commercial oriented small-scale irrigation farming is inevitable since smallholder irrigators earn more incomes from maize and cabbage and are relatively food secure. However, the key policy options that must be considered to address inefficiencies and improved commercialization level to aid the transition include: agricultural policies geared toward attracting youth in farming, improved quality of extension services, speeding up the land reform process, and formation of cooperatives and participatory policy formulation that takes full cognizance of the farmers‘ human dimensions. Since farmers‘ human dimensions as defined in the literature and this study are not things that are amenable to direct policy intervention, they can only be modified indirectly through policy actions that affect their determinants. This means that a number of the demographic and socio-economic characteristics such as age, sex and education level of household head, farming experience, size of land owned, crop incomes, source of water for irrigation and location of the irrigation scheme that govern the way people perceive reality and respond to them must be the focus of concerted policy actions over the medium to long term.

- Description: South Africa and other developing countries are grappling with high levels of poverty as a result of slow to negligible rural development. Irrigation development is one essential component that can be used to address the challenges faced by smallholder farmers in rural areas. In the President‟s “State of the Nation Address” in 2011, the President of South Africa outlined measures to reduce hunger and poverty in communal areas through enhanced government‟s expenditures in rural infrastructure developments, especially for such amenities as irrigation and roads, with a view to promoting food security. The broad objective of this study is to assess livelihood strategies and opportunities with regard to farming in Qamata area of Intsika Yethu Local Municipality. The stratified random sampling method was applied in order to choose a sample of 70 household that were interviewed by means of semi-structured questionnaires. Out of these, 53 belonged to the irrigation project and 17 farmers were non-irrigation farmers. The results show that women play an active role in agriculture. The Multiple Regression model was used to assess the relative importance of different livelihood strategies adopted by both irrigation and non-irrigation farmers in improving household food security and welfare in Qamata. More specifically, the study assessed the impact of different livelihood strategies on production of butternut, goats, maize and poultry (Chicken) in Qamata. The results show increased agricultural production, crop diversification and higher incomes from irrigation farming as compared to dry land farming. Irrigation farming has enabled many households to diversify their sources of income and therefore include activities and enterprises that contribute to enhanced household welfare. The study showed that household size is crucial in crop production, followed by gender of the household head. The government and research institutes need to come up with programmes to train people on ways to produce crop and livestock products more efficiently.

However, investment in the co-operative sector has found varying degrees of success and failure across South Africa’s provinces, with the Northern Cape, the Eastern Cape, and Free State experiencing the highest mortality rates. The areas’ rural hinterland has been attributed to this high failure rate, thus posing the need to investigate the challenges faced by co-ops in small towns such as Steynsburg. The study provides an overview of the sector’s history, including its growth in countries across the world. The role of co-ops in poverty alleviation has also been discussed. This report shows that poverty is still extreme. The Municipality has achieved limited success in alleviating poverty and prioritising skills development among the community. This research demonstrates the IDP and its mechanism process in trying to address poverty alleviation in the Municipality’s geographical area of responsibility. This report also reveals that much has to be done to improve the effectiveness of the IDP in enhancing and fulfilling its intended goals and objectives.

Against this background it is essential that the progress in the alleviation of poverty be evaluated and if necessary, steps be taken to ensure that the envisaged objectives be achieved. On the importance of evaluating the program, Monette et al. (2011:5) write that in the past few decades, many large, ambitious expensive programmes intended to cope with social problems and to provide services to individuals have been developed. Along with the growth of these programs has emerged an increasing concern over their results: Do they achieve their intended goals? These programs are costly, and some evaluation is needed to assess whether resources are, indeed, being used effectively. Equally important, a program that fails to achieve its goals leave a problem unresolved or a service undelivered. Monette et al. (2011:6) further regard evaluation as a use of scientific research techniques to assess the result of a program and evaluate whether the program, as currently designed, achieve its stated goals In accordance with the Reconstruction and Development Programme (RDP) (1994:20), a national land reform programme is the central driving force of rural development. Such a programme aims to effectively address the injustices of the forced removals and the historical denial of access to land. The RDP aims to ensure security of tenure for rural dwellers in implementing the national land reform programme, and through the provision of support services, the South African government intends to build the economy by generating large-scale employment, increasing rural income and endeavours to eliminate overcrowding.
