Accordingly, its various sections provide an overview of the key issues which can inform discussion. Historically, access to marine resources was unrestricted. In order to facilitate the monopolisation of the fishing resource by a few white companies, a system of quotas was introduced. In this way many black fisher folk lost the access rights they had had for generations. At the present time, the fishing industry is completely biased in favour of a few large and medium sized white companies. This is illustrated by the fact that just three (3) companies hold;72% of the hake quota ;75% of the abalone quota , and 71 % of the sole quota. Overall , across all species, approximately nine tenths (9/10) of the resource is controlled by a hand-full of companies. Since 1994, some of these companies have attempted to blacken their faces. They have also sold minority shares to some, black business consortia. Further, a few members of the black elite have been given quotas. None of the above amounts to any kind of restructuring. None of the historic imbalances have been addressed. The above have merely been attempts to confuse the issue and to frustrate any process that attempts to restructure the industry. Prior to, and after the 1994 election, there were various initiatives by Alliance members to outline an equitable and just policy of reconstruction and development for the fishing industry.

  • Description: The diamondiferous Letlhakane kimberlites are intruded into the Proterozoic Magondi Belt of Botswana. Given the general correlation of diamondiferous kimberlites with Archaean cratons, the apparent tectonic setting of these kimberlites is somewhat anomalous. Xenoliths in kimberlite diatremes provide a window into the underlying crust and upper mantle and, with the aid of detailed petrological and geochemical study, can help unravel problems of tectonic setting.

  • Description: A volcanic event of immense scale occurred within a relatively short period in early Jurassic time over large regions of the contiguous Gondwana supercontinent. In southern Africa, associated remnants of thick volcanic successions of lava flows and extensive dike and sill complexes of similar composition have been grouped together as the Karoo Igneous Province. Correlative volcanic and plutonic rocks occur in Antarctica and Australia as the Ferrar Province.

Controls on channel form and channel change in the Bell River, Eastern Cape, South Africa

  • Description: Channel instability has occurred in the Bell River in the form of meander cutoffs, incipient meander cutoffs, and general channel instability. This paper examines the incidence of channel instability in relation to the spatial variability of factors controlling channel form. The locations of channel change were mapped from aerial photographs for a 40 year period. Channel form characteristics were measured over a 17 km stretch of channel. Data collected from this stretch included pattern, width, depth, form ratio, channel gradient, particle-size distribution of bed and bank materials and riparian vegetation. Results indicate that the two primary spatial controls on channel form and pattern are riparian vegetation and bed-material size. Evidence indicates that narrow stable stretches are associated with finer bed-material and relatively high levels of riparian vegetation. Riparian vegetation increases bank stability and reduces channel cross-section, thereby inducing stability at flows less than bankfull. However, at flows greater than bankfull, reduced channel capacity results in more frequent flooding which may ultimately lead to channel avulsion. Wider, unstable channels are associated with larger calibre bed material and relatively less riparian vegetation. Predicted threshold slopes for braiding have indicated that most reaches in the Bell river are close to or above the threshold slope for braiding. Since riparian vegetation serves to increase bank stability, steeper threshold slopes are required for braiding in channels with high vegetation density Recent incidences of channel instability have been identified as occurring in the transitional zone between the upper, coarser reach and lower, finer channel reach.

  • Description: IN SOUTH AFRICA two kinds of taxes are imposed by the tax authorities, namely direct and indirect taxes. Direct taxes are those that are levied directly on the income and wealth of companies and individuals. Examples of direct taxes are personal income taxes paid by salaried employees and taxation paid on company profits. Indirect taxes are those taxes levied not directly on income earned, but on certain transactions. Examples of indirect taxes are value added taxation, customs and excise duties and transfer duties. The power to levy taxation rests with the central government. It is thus government’s responsibility to ensure that a taxation structure and balance is achieved that would not only meet its budget requirements but also be fair and acceptable to its constituents.

Hydroclimatic trends, sediment sources and geomorphic response in the Bell River catchment, eastern Cape Drakensberg, South Africa

  • Description: The Bell River in the Eastern Cape Drakensberg of South Africa has shown recent signs of channel instability as evidenced by avulsion, sinuosity reductions, gradient steepening and general channel instability. Analysis of rainfall data did not provide evidence for progressive long term change in rainfall pattern for the catchment. However, annual and seasonal rainfall cycles with variance peaks every 16-19 years were found, from which it can be inferred that flood events following years of below average rainfall may cross the threshold limit for channel stability. Channel instability is often followed by a major flood event after sustained low rainfall periods, a sequence referred to as the Flood and Drought Dominated Regimes by Warner (1987). Evidence presented also indicates an increase in catchment erosion in the past century with attendant sediment production increases to the channel. This may be due to catchment land use and management practices (following settlement by commercial farmers) superimposed on long term climatic changes. The conclusions are that catchment and channel processes are inseparable, and that disequilibrium in the catchment will be transferred to the channel.
